At 13:00 hours on a warm Sunday in September, you respond with 2 engines, 1 ladder and a Battalion Chief to a reported kitchen fire on the 2nd. Floor, Apt. C at 321 Liberty Street.

Within the building there are a total of six apartments off a common, unenclosed interior stair with a skylight. The building measures 30′ x 60′ and has a street setback of 40′. (No pre-plan diagram provided)As you arrive on the scene, you observe heavy smoke showing from an open second floor balcony door. As you exit your vehicle, Fire Dispatch advises all responding units that they have reports of occupants trapped in the top floor apartments.As the Incident Commander, what are your actions and orders?


    ANSWER KEY:

    • Establish, name, and ID Command
    • Describe situation with a brief initial radio report to fire dispatch and incoming units

    • Conduct a scene size-up noting the fire’s location, trapped occupants, truss support systems, and the ability of the fire to spread via stacked kitchens

    • Have E-3 (second alarm company) stretch a third hoseline to halt any concerns with auto exposure and protect any ladder/balcony/window rescues
    • Have L-1 place their apparatus infront of the fire building
    • Have the interior team force and then conduct a primary search of the fire apartment ( Apt.C) and floor above
    • Have the exterior team ladder the building for a secondary means of egress
    • Have exterior team vertical ventilate stair skylight
    • Have L-2 (second alarm company ) assist with top floor searches
    • Have L-2 assist with exterior laddering and horizontal ventilation
    • Search landscaping for jumped occupants
    • Coordinate occupant removal with EMS
    • Have both ladder Companies utilize TIC to check for fire extension (remember fire’s location and note fire spread via stacked and back-to-back kitchens)
    • Determine fire spread/involvement into truss supported areas and request report on the same
    • Control all utilities
    • Conduct periodic PARS
    • Have all assigned Divisions/Groups or companies give progress reports to Command
    • RER the incident IAP if necessary
    • Place incident under control
    • Conduct R&R and rotate companies in from staging
    • Conduct salvage and overhaul
    • Assist with cause and origin operations
    • Terminate incident
    • Secure building/apartment
    • Check CO levels before returning occupants
    • Turn building over to owner/responsible party
    • Provide shelter for displaced occupants
    • Conduct post incident analysis
    • Complete incident reports upon returning to quarters
